ELMO Pilot Project Application Process

If you're an employer in Canada who wishes to apply for the new Expedited Labour Market Opinion (ELMO) Pilot Project, Human Resources and Social Development Canada has broken down the application process into three easy steps.

Step One: Identify the Occupations You Want to Apply for Under ELMO

This includes both current occupations as well as future vacancies. For example, if you need an ironworker, go to the Expedited Labour Market Opinion web site and click on the page for that occupation. It will list ELMO's conditions of employment for that occupation in Canada.

Step Two: Complete the ELMO Application Form

You can find this application form on the official ELMO web site. Complete it and sign it, being careful to indicate all of the occupations for which you want to qualify. If the occupations for which you're applying do not fall within the range of your main line of business, you may be called upon to justify the request.

Step Three: Include a Copy of the Business Remittance Forms You Have Received from the Canada Revenue Agency

To qualify for ELMO, you need to include forms from the last 12 months. The reason for this request is to help the ELMO project determine that you have been in business for at least one year while employing at least one person other than yourself.

Once you've completed all of your paperwork, mail or fax it to the Service Canada Employer Services center in your province (addresses and contact info are available on the ELMO web site). A Service Canada Officer will notify you when your application is received. Once your application has been reviewed, Service Canada will send you a letter indicating whether your application has been accepted or denied.
