Documents Required Under ELMO Pilot Project
If you're an employer in Canada who has brought temporary foreign workers into the country through the new Expedited Labour Market Opinion (ELMO) Pilot Project, Services Canada can contact you at any time to ensure the conditions of the ELMO program are being met. To do so, Service Canada requires you to have the following documents on hand for the first 24 months:
- Proof that you have advertised the vacancy on Canada's National Job Bank website
- Proof that you have been paying your temporary foreign workers a wage that matches the one Service Canada approved
Other Documentation Required by ELMO
Employers who hire temporary foreign workers-whether in white-collar positions, such as pharmacists or engineers, or in blue-collar positions, such as ironworkers or steamfitters-must also be able to prove that they have:
- Made an ongoing effort to recruit and hire Canadian nationals or permanent residents
- Paid for their temporary foreign workers' transportation costs to and from Canada
- Provided acceptable accommodations for their temporary foreign workers
- Provided adequate medical coverage for their temporary foreign workers
- Registered their temporary foreign workers with the provincial workers compensation/safety programs
Failure to provide this information within a reasonable time of a request from Services Canada could lead to the employer's eligibility for the Expedited Labour Market Opinion Pilot Project (ELMO) being revoked.
