How to Hire Foreign Academics
Foreign academics are filling an increasingly larger role in Canada's colleges, universities and other post-secondary degree-granting institutions. Foreign academics fulfill a vital function by supplying skills, knowledge and experience in labour markets that are currently experiencing a shortage. If you work for a college, university or other post-secondary, degree-granting institution and you're thinking about hiring a foreign academic to help expand your staff, here are a few guidelines to consider.
Hiring Criteria -- Foreign Academics
Colleges, universities and other post-secondary degree-granting institutions that wish to hire a foreign academic to fill a position in Canada must:
- Advertise the position broadly and for a reasonable amount of time in Canada to ensure Canadian nationals and permanent residents have a reasonable chance to hear about it
- Demonstrate that the position has been advertising using methods that have a proven track record of attracting qualified candidates
- Include a statement in the ad noting that although foreign academics will be considered for the position, Canadian nationals and permanent residents will be given priority
- Complete all required forms and reports regarding recruitment methods
Hiring Steps - Foreign Academics
Once Human Resources and Development Canada (HRSDC) has approved your application, send a copy of HRSDC's confirmation letter to the foreign academic and ask him or her to apply for a work permit from Citizenship and Immigration Canada (CIC). CIC will grant the work permit if it determines that the foreign academic is eligible to work in Canada.
