Employers - How to Qualify for ELMO
Canada's Expedited Labour Market Opinion Pilot Project (ELMO) is a new system that makes it easier for Canadian employers to bring foreign nationals into the country as temporary workers. The pilot project covers a number of occupations; including those that require advanced university degrees, those that require certification in a trade and those that simply require a certain amount of work experience or on-the-job training. If you're an employer and you would like to see if you qualify for the program, here are a few requirements you will have to meet.
How to Qualify for ELMO
To qualify for the ELMO pilot project, employers must agree to the following conditions.
First of all, the employer must benefit directly from the work the temporary foreign workers will perform. They cannot bring in foreign workers and then sub-contract them to other companies, from whom they derive benefits indirectly.
Second, employers must take full responsibility for the work site and working conditions of the foreign workers they bring into Canada under ELMO. This includes ensuring that the foreign workers are paid adequately and that the working conditions are safe.
Third, employers must be able to prove that the vacancy for which they are applying is one that is consistent with their core business activities.
Fourth, employers must be able to prove that their company has operated continuously for at least 12 months. During this time, you also must have employed at least one other worker other than yourself.
Finally, you should be willing to respond to a Service Canada Officer's phone call to review the information you have provided in your application.
