After you've done some research about your occupation, you need to apply for a certificate of selection from the government of Quebec (Certificat de sélection du Québec). As with any province, the application rules may change at any time. So it's a good idea to read through the application procedures thoroughly.

Once you receive your certificate of selection, you still need to Citizenship and Immigration Canada (CIC) to become a permanent resident. You also need to undergo a medical examination as well as security and criminal background checks. Finally, you must be able to demonstrate that you have enough funds to cover living costs for you (and your family) as you settle into the province.
